1 ¶ L’Éternel parla à Josué, et dit:
2 Parle aux enfants d’Israël, et dis : Établissez-vous, comme je vous l’ai ordonné par Moïse, des villes de refuge,

villes de refuge. Moïse avait déjà communiqué l’ordre de Dieu de désigner six villes qui serviraient de lieu d’asile. L’auteur d’un homicide non prémédité pourrait se réfugier dans la plus proche d’entre elles (cf. #No 35:9-34). Trois de ces villes devaient se trouver à l’ouest du Jourdain et trois à l’est, et elles devaient pouvoir être atteintes en un jour par les habitants de la région. L’accusé y serait à l’abri des tentatives de justice privée de la famille de la victime. Les autorités de la ville de refuge seraient chargées de sa protection jusqu’au procès. S’il était jugé innocent, il devrait rester dans cette ville jusqu’à la mort du souverain sacrificateur en fonction; alors seulement il pourrait rentrer chez lui (#Jos 20: 6). C’était une forme de prescription. Si, en revanche, il était reconnu coupable de meurtre, il ne devrait pas échapper au châtiment qu’il méritait.
3 où pourra s’enfuir le meurtrier qui aura tué quelqu’un involontairement, sans intention ; elles vous serviront de refuge contre le vengeur du sang.
4 Le meurtrier s’enfuira vers l’une de ces villes, s’arrêtera à l’entrée de la porte de la ville, et exposera son cas aux anciens de cette ville ; ils le recueilleront auprès d’eux dans la ville, et lui donneront une demeure, afin qu’il habite avec eux.
5 Si le vengeur du sang le poursuit, ils ne livreront point le meurtrier entre ses mains ; car c’est sans le vouloir qu’il a tué son prochain, et sans avoir été auparavant son ennemi.
6 Il restera dans cette ville jusqu’à ce qu’il ait comparu devant l’assemblée pour être jugé, jusqu’à la mort du souverain sacrificateur alors en fonctions. À cette époque, le meurtrier s’en retournera et rentrera dans sa ville et dans sa maison, dans la ville d’où il s’était enfui.
7 ¶ Ils consacrèrent Kédesch, en Galilée, dans la montagne de Nephthali ; Sichem, dans la montagne d’Éphraïm ; et Kirjath-Arba, qui est Hébron, dans la montagne de Juda.
8 Et de l’autre côté du Jourdain, à l’orient de Jéricho, ils choisirent Betser, dans le désert, dans la plaine, dans la tribu de Ruben ; Ramoth, en Galaad, dans la tribu de Gad ; et Golan, en Basan, dans la tribu de Manassé.
9 Telles furent les villes désignées pour tous les enfants d’Israël et pour l’étranger en séjour au milieu d’eux, afin que celui qui aurait tué quelqu’un involontairement pût s’y réfugier, et qu’il ne mourût pas de la main du vengeur du sang avant d’avoir comparu devant l’assemblée.

1 ¶ The LORD said to Joshua, and said,
2 Speak to the Israelites and say: Make sure, as I have commanded by Moses, cities of refuge,

cities of refuge. Moses had already communicated God's command to appoint six cities that would serve as a place of asylum. The author of unpremeditated homicide might take refuge in the nearest of them (cf. #No 35: 9-34). Three of these cities were to be found west of the Jordan and three in the east, and they were able to be reached in a day by the inhabitants of the region. The accused will be protected from attempts by private justice of the family of the victim. The refuge of the city authorities would be responsible for its protection until the trial. If he was found innocent, he should stay in that city until the death of the high priest in service; only then he could go home (#Jos 20: 6). It was a form of limitation. If, however, he was convicted of murder, he should not escape the punishment he deserved.
3 which may flee the murderer who kills someone unintentionally, without intention; they shall be your refuge against the avenger.
4 The murderer flee to one of those cities shall stand at the entrance of the gate of the city, and declare his cause to the elders of that city; they shall take with them into the city, and give him a place, that he may dwell among them.
5 If the avenger of blood pursues him, they shall not deliver the slayer into his hand; because it is unwittingly he killed his neighbor, and without having previously been his enemy.
6 He will remain in that city until he stand before the congregation for judgment, until the death of the high priest then in office. At that time, the slayer return and come unto his own city and his home in the town from which he fled.
7 ¶ And they appointed Kedesh in Galilee in mount Naphtali; Shechem in mount Ephraim; and Kirjatharba, which is Hebron, in the hill country of Judah.
8 And on the other side of the Jordan, at Jericho eastward, they assigned Bezer in the wilderness, in the plain, in the tribe of Reuben; Ramoth in Gilead in the tribe of Gad; and Golan in Bashan in the tribe of Manasseh.
9 These were the cities appointed for all the children of Israel and for the alien living among them, so that would have killed someone unintentionally could flee there, and not die of the hand of the avenger of blood, until he stood before the congregation.
